- his right to withdraw children from RI at secondary school - none whatsoever - parents only able to do this - arrangements may be labour intensive and complicated
- ability to assist scholarship children to Catholic Grammar school - difficult due to Minister's line on fees; each case is judged on its merits.
- [Canon] law and permission from the Bishop for pupils to go to non-Catholic schools - Diocesan Synod no 139 applies.
"Rules of Management..." have been agreed with LEA and Ministry after negotiations of over two years. Paragraph 11advice given. Asks for advice.
Headmaster of Sir John Leman School has no legal right to make the request for a parental letter, but one cannot reasonably object. There is no form letter for this.
care needs to be taken in how the school is perceived - different rules apply to a Transferred School as to a Substitute School and you can lose 50% of the grant. You will also need to have the number of children already in school, not an anticipated number. The future of the senior pupils is involved - providing a Catholic education may mean boarding them out in Norwich or similar. Once a new school is built then you have the old one - either to keep for other use or to count in against the grant allocation.

The Sealed Instrument of Management for the school is in diocesan files. Bishop to appoint four Foundation Managers - send a list of names and addresses and include your own name.
In Peterborough, we plan to build a secondary Modern School - the minister will not remove senior children until there is a place for them. Without such a school the LEA can take 11+ children when they wish.
Suggestions about approaches Fr Ketterer may wish to take to avoid the school being decapitated. Difficult to judge costs in the circumstances but they would have to be born by Fr Ketterer.
Bishop says cannot borrow trust money for the school. Will visit on Wednesday next week.

Suggests that whatever happens £96.10.1p should be saved annually to prepare for the "evil day". The resources are not being dedicated for educational purposes and the monies are held in a general charitable trust of the diocese. No evidence of sufficient children to be on roll in an Aided Secondary School in King's Lynn - at least within a radius of 10 miles. 120 is borderline anyway. Heigham House in Norwich is a possibility but would need to arrange either a Hostel or Foster Parents for the children.
Seek permission for one or two temporary hutments. However, this could be perceived as creating a new school and hence no support from LEA or Ministry.

Any temporary accommodation will only get approval if it is of the right standard and will form part of the permanent solution.
Should not send parents away from the school. If overcrowding is intolerable then there is an "Educational need" but if this is not the case and they can go elsewhere then this becomes only a "Denominational" need and the Minister will not allow that.

Need to ensure that they include the points that should be included (e.g. right to dismiss an unsuitable person). Words are known to the Ministry (from one of their documents), Bishop's wish that negotiating "Rules of Management" is done through the Diocesan Schools Commission - aiming to establish a standard set across the country.
Managers will have to be re-appointed when the draft Instrument is Made and Sealed by the Minister. Bishop likes curates to be appointed so they gain experience.
