The borough was formed on 1 April 1974, under the Local Government Act 1972, as a merger of the former County Borough of Great Yarmouth, along with part of Blofield and Flegg Rural District, and also part of the Lothingland Rural District in East Suffolk. The amendment to include five parishes from Lothingland RD in Norfolk was made by Anthony Fell, MP for Yarmouth.

Approval for a Housing Improvement Grant for St Mary's Priory in Great Yarmouth in response to an application made on 19 November 1985. Work estimate is £8569.80 with a 75% grant of £3795 requiring addressee (RCDEA Trustees) to find the different of £4775.80. The work detailed is to recover roofs using existing slates, replacing valley gutters and flashings in lead. Recover flat roofs with lead; replace all gutters and rainwater pipes; replace fascia boarding.
