The council was established in 1974 after the Local Government Act 1972, which replaced the two previous county authorities: the County Borough of Norwich and the County of Norfolk. Norfolk County Council is the top tier local government authority for Norfolk, England. Its headquarters are in the city of Norwich. Below it there are seven second tier local government district councils: Breckland District, Broadland District, Great Yarmouth Borough, North Norfolk District, Norwich City, King's Lynn and West Norfolk Borough and South Norfolk District.
