              The Eastern District has been criticised for its lack of public spirit and exertion with regard to its support for the Poor School Committee - however, these are very small and poor congregations. Clergy can use the letter [not generally for the public] to stimulate zeal and liberality. Pope has allowed indulgences to begained subject to the stated conditions.

              Announcing the restoration to England of her Catholic Hierarchy and thence the creation of the Diocese of Northampton. refers to the present "outbreak of indignant feeling" ... "something a little short of insanity". Asks what danger the Catholics present to the Crown and country. The Holy See having take care to avoid infraction of the law and give no umbrage to the British Government.
