              Share the sadness that these negotiations have fallen through, but can understand why. Can Bishop Clark comment on whether he'd have taken a different view if things had been different? The transfer of St Mary's in Thetford is going ahead satisfactorily on the basis of a lease.

              Sensitive to the generosity of the Diocesan Pastoral Committee and the Rector and people of Burnham. The project died quietly and the material burden of the lease made it almost inevitable that a halt would be called to the project. Thetford is going well - a larger community helps!

              Reference to the Church Commissioners' letter to Rev Isaacson. Have to withdraw from the leasing project. The terms of the lease, as his advisers say, would place too great a financial burden on a small parish. Thanks the Bishop for his sensitivity during this time and is encouraged by the close bond of friendship and understanding between the two communities at Burnham Market.

              Please to hear he is recovering from surgery. The proposition concerning All Saints has been passed to Peter Wilson for his legal and financial judgement. Will need to call the congregation together and lead them to a decision. We must be free to re-order the church for the modern liturgy - you say that Bishop Blackburne is investigating this matter.

              Fr Wilson reports that you have the resources to undertake repairs and re-ordering. However, we cannot accept requirements for restoration, hence, need for reassurances. In the meantime three options: discontinue negotiations; use Burnham Sutton during the Summer; extension of St Henry Walpole's. Lease implicatons are central - need to clarify any grey area.

              The mayor, Mrs Major, presented the Red Mount Chapel issues to the committee. It decided it was premature to transfer responsibility to the leisrue and Tourism Committee until other discussions about the lease had been held. Request a formal letter be sent from the Advisory committee (as suggested in June). The Committe chair and two other councillors would then wish to visit the chapel and initiate discussions with you.

              Advise the Roman Catholics to accept a lease - a flexible arrangement with advantages for both sides. Terms of lease is for the Norwich Diocesan Board of Finance, but expect it be 99 year lease with no premium and a peppercorn rent. Roman Catholics to care and maintain the building; insure it for damage; alteration would be reported to the [Anglican] Diocese; clauses to limit use to worship and prevent disturbance of graveyard; allow relatives to tend graves. Commissioners prefer a sale than a gift.

              Dr Heley imagines that IHCT's proposed rent of 2,500 was based on subletting to Bibleway Church being 2,000 per year. Following Meryemana Council meeting, she suggests:

              1. Bibleway cannot start until Meryemana has completed its work programme
              2. Bibleway's rent will include a heating element
              3. Cannot embark on improvements with a 2 year lease and no security of tenure
              4. define the phrase "real progress"
              5. cannot meet rent until work complete and events programmed
              6. what does "we will control any alterations" mean?

              Fr Davidson very concerned that the Nuns may go bankrupt and leave him with the debt. He says his letter s written in the spirit of common sense. The lease for Eton House is not yet signed and he does not feel inclined to raise the rent of £110 (a very large sum) if they cannot raise the £500 to move and get the school started.
