priests are disallowed from ecclesiastic functions if they refuse to acknowledge "... that Pius VII is neither a heretic nor schismatic , nor the author or abettor of heresy or schism."
Rev Dr O'Conor has no spiritual faculties in the District and i fhe persists in publishing irrreligious and schismatic errors he is not to receive any sacrament.
Continue to pray for Pius VII as they were ordered upon the first news of his captivity and anti-christian persecution [imprisoned by the French from 1809 to 1814].

Postscript warns clergy and laity not to sign anything without their Bishop supporting such declarations as the Vicars Apostolic are not kept informed of what is being agreed with "statesmen". Hence, be not " pursuaded to sign or to countenance the signing of any public instrument in which the interests of our Holy Religion are concerned, on the grounds that it contains nothing against Religion."

Bishop Thomas Walsh is directed by Bishop Milner to issue an amendment in timing for the Jubilee period. Instead of Palm Sunday to Low Sunday, it will now extend for six months to allow travellers, etc. to avail themselves of the Jubilee.

..."During the horrors of the Cholera Morbus in the land in the last year, as you no doubt read in the daily reports on the subject, the town and neighbourhood of Bilston suffered most severly from its virulent attackes. Husbands torn from wives, children bewailing the loss of their parents, whole families sick, dying at the same time, funerals in every direction, deserted houses, consternation in each countenance, presented a melancholy and appalling spectacle! Upwards of three hundred orphans have been left on the parish."
Continues to say that had there been a Catholic chapel then it would have been easier to administer to the sick of Bilston and neighbourhood. A 300 signature petion has been laid before the Bishop - but they have no finances to support such an endeavour. However, he goes on "..through the piety of three benevolent individuals a sum for the purchase of a piece of land and nearly adequate for the annual support of the prieset has been generously offered to us. Our object is to obtain resources for the erection of a respectable chapel and of a chapel house."

Dr William Wareing appointed Bishop of Ariopolis and Vicar Apostolic of the rest, being the Eastern District.
