Bishop's secretary writes on behalf of the Bishop: Fr Stratton is Extraordinary Confessor for Bletchley's Thornton College nuns; the Mother Superior has asked for a different priest as Fr Stratton has been unable to attend. Is he willing to relinquish this office? Fr Kennedy is helping out at Yarmouth and following a request from the nuns at Beccles for him to give conferences and hear their confessions, the Bishop is confused over what faculties to give, if any. The Bishop believed Fr Kennedy SJ to be an Army Chaplain but asks whether he is correct in his understanding and asks for more information. Also, confirms date of Bishop's visit to Yarmouth for Confirmation - 30 May at 3.30pm.

6 paragraphs being notes on a meeting held between Fr Brewer and Fr Trafford:

  1. Agreement on Fr Trafford's view - school managers need to take a new line for the school; taking into account Diocesan policy and needs for a future secondary and grammar school
  2. Number to not exceed 110 - can be maintained by the admission of non-catholic pupils. This will justify 4 teachers
  3. Managers exercise admission of pupils through the Parish Priest.
  4. No need for grading of the school
  5. LEA to take initiative regarding alterations to buildings
  6. Canon Brewer to take up points 4 & 5 with LEA as necessary.

Cake cutting. Cake on a table in the foreground, Bishop Smith and a lady are sharing a knife to cut one half of a cake whilst a lady in a red jacket cuts the other half. The scene seems to be a hall with a priest nearby and others gathered to observe.

Long talk with Fr Trafford about affairs at Beccles school. Doubtful that the Ministry will allow work to proceed as the national economy cannot yet afford it and other priorities exist. Fr Trafford is already approaching the LEA about a teacher appointment.

Policy in the matter of parental choice in schools is available from HMSO. Means tests will apply when that choice involves an independent school. Fortunate that the Local Authority has agreed to meet some of the costs. The Bishop does not wish to be burdened by such letters when the correct approach is via the parish priest. Need to convince the LEA that the local school cannot meet the daughter's educational needs.

Copy enclosed of a letter to the Ministry stating the approval given in May. Suggest Fr Brookes write and state that the Instruments of Management for the school (same up and down the country) has been agreed. The Bishop and the Abbot will appoint four managers after sealing the Instruments of Management.

Local Authority should be urged to agree, prioritise and address the permanent alterations to the school. Chasing up "Aided status" notification, "Instrument of Management" and "Rules of Management. These need to be vetted by the [diocesan] legal department. Asking this because West Suffolk have produced, sealed and completed documents without reference to us, hence requiring steps to correct.

Refers to Mr Missen's letter [of 30 August 1961]. LEA is within its authority to make the charges (and to pay them if it wishes). However, the Bishop has suggested that the money could be supported from several sources: Parents, Parish, Poor School's Fund, Catholic Education Council.

Understands the difficulties presented by the removal of seniors from the school. Not desirable to have Protestant children in the school. However, careful thought must be given to the school's circumstances. Decisions made will have an impact on Gorleston school and perhaps any Catholic Grammar for East Anglia. It is for the decision of the bishop.
The nature of children lapsing from the Faith is complex and much work is being done on addressing it. The Catholic Catechetical Centre being set up will provide benefit in this area.
