Following a means test she has to pay all fees but travelling fares are met by the committee and part of meal costs was offered. Are she being treated fairly?

Cheshire) as a Transit Hospital for sick pilgrims. Bp Parker insisted the Diocese take over the Hall and make provision instead of lay people. Some 4 or 5 years after Bp Clark requested this to happen, nothing has.
