Outlines the history of suppression of Catholic education from Elizabethan times ("Vide Statutes, 23 & 27 of Elizabeth") [see sources]. Given that endowments were seized then cannto assist in the education of the poor without appealing to the Catholics of the land. All collections to be forwarded to the Catholic Poor School Committee.
Signed by eight Vicars Apostolic and 1 Vicar General for all England and Wales.

An appeal for funds.
"In many instances our chapels are small , and inconvenient, encumbered with debt, and ill-provided with suitable requisites for divine worship. It grieves us also to state, as it will surely grieve all those who respect the ministers of Religion, to learn that in many cases our beloved Clergy are left to subsist on a
pittance smaller than what is offered to a repectable domestic; and that while their station requires of them a decent appearance, and the distress of the poor exhaust their means of relief, they are themselves, oftentimes, objects of charity." He wishes to establish an Eastern District Fund. He clarifies a misunderstanding that the Holy See, whilst having created more Vicariates, is not funding them and expects the Faithful to provide for them.

Explanation to the Laity of the need to establish a new plan/scheme for the financing of the District.
"We cannot sufficently express to you the grief of our hearts, to see our beloved Clergy forced to quit their rising flocks for weeks and months, to roam the countryside in search of means to erect a house, a school, a chapel...". "...only ask for... one shilling a year, or a penny a month...".
Collection books have been printed and will bemanaged by zealous and active persons in the congregation.

printed pastoral letter - Dr William Wareing appointed Bishop of the Eastern District (which the pontifical brief says includes Lincoln, Rutland, Huntingdon, Northampton, Cambridge, Norfolk, Suffolk and Buckingham) "Looking at this extensive, and spiritually destitute (Rutland and Huntingdonshire have no place of Catholic worship; Cambridge, Bedfordshire and Buckinghamshire have one) tract of countrythat fall to my lot; where the means of carrying on religion are slender; where our churches are few, and our congregations small; where thousands are crying for bread, and there is no one to break it for them...". He plans to establish a seminary for the Eastern District.

Warning the clergy to take care of their flocks to avoid spreading [the] infection of turbulency and revolution.
Postscript warns clergy and laity not to sign anything without their Bishop supporting such declarations as the Vicars Apostolic are not kept informed of what is being agreed with "statesmen". Hence, be not " pursuaded to sign or to countenance the signing of any public instrument in which the interests of our Holy Religion are concerned, on the grounds that it contains nothing against Religion."

..."During the horrors of the Cholera Morbus in the land in the last year, as you no doubt read in the daily reports on the subject, the town and neighbourhood of Bilston suffered most severly from its virulent attackes. Husbands torn from wives, children bewailing the loss of their parents, whole families sick, dying at the same time, funerals in every direction, deserted houses, consternation in each countenance, presented a melancholy and appalling spectacle! Upwards of three hundred orphans have been left on the parish."
Continues to say that had there been a Catholic chapel then it would have been easier to administer to the sick of Bilston and neighbourhood. A 300 signature petion has been laid before the Bishop - but they have no finances to support such an endeavour. However, he goes on "..through the piety of three benevolent individuals a sum for the purchase of a piece of land and nearly adequate for the annual support of the prieset has been generously offered to us. Our object is to obtain resources for the erection of a respectable chapel and of a chapel house."
