Using a normal letter form instead of Pastoral to raise issues:

  1. frequently called to aid struggling missioners due to their small and poor congregations
  2. ecclesiastical students expenses
  3. expense of maintaining an agent in Rome
  4. debt incurred personally to meet the non-payment for 3 years of the pensions due to 4 missions.

He does this to demonstrate there is reason behind requests / appeals to the charity of congregations.
p.s. pray for the souls of those who have died in the war; be sure to register your chapel as a place of Catholic Worship in the light of the forthcoming Charitable Trusts Bill

The Eastern District has been criticised for its lack of public spirit and exertion with regard to its support for the Poor School Committee - however, these are very small and poor congregations. Clergy can use the letter [not generally for the public] to stimulate zeal and liberality. Pope has allowed indulgences to begained subject to the stated conditions.

now established Diocesan Council, Senate of Priests - clarity in what is to be done; first Christmas together makes this Advent special; enabling services of Reconciliation - no arrogance in giving God's forgiveness - not for us to judge adapt to the new rite of confession; many Chistmas presents in the Diocese in the form of cathechists, students for the priesthood, teachers, families; writing form Rome, not far from the Pope - both wanting peace and unity.
