The Eastern District has been criticised for its lack of public spirit and exertion with regard to its support for the Poor School Committee - however, these are very small and poor congregations. Clergy can use the letter [not generally for the public] to stimulate zeal and liberality. Pope has allowed indulgences to begained subject to the stated conditions.

Bishop Clark asked Fr Birch to contact the Apostolic Penitentiary (Cardinal Guiseppi Paupini) to request and extension for the time to gain an Indulgence for the Holy Year to the end of 1984 for pilgrims at Walsingham Shrine. The reason is that 1984 is the Golden Jubilee year of the restoration of the Shrine as a National centre and greater numbers are expected to attend during 1984.

Requests faculties for reception of two converts. Considering an appeal to create a memorial to Canon Eeles - perhaps a stone High Altar. When in Rome in May,may try to obtain indulgences for those who visit the shrine. The lamps at the shrine are a heavy cost to the mission.

"Inasmuch as We are informed that in the Parish Church of St John the Baptist at Norwich in the Diocese of Northamptonshire there is exposed to public veneration a Picture of Our Lady of Perpetual Succour, similar to that venerated in the Church of St Alphonsus in Rome.

To each and all the Faithful of either sex, who (being truly penitent, absolved, and refreshed by Holy Communion) shall devoutly visit the aforesaid Church and Picture, on the day of solemn inauguration of that Picture, and on every anniversary of that day, also on the Feast of Our Lady of Perpetual Succour, and on any of the seven days immediately following these Feasts, and shall there offer pious prayer to God for peace between Christian princes for the destruction of heresy, the conversion of sinners, and the exaltation of Holy Mother Church: on each of these days We grant a Plenary Indulgence and REmission of all their sins.
"Further, the Faithful who are at least contrite in heart and visit on any day of the year the aforesaid Church and Picture, and there pray as above, We exempt according to the accustomed form of the Church, Three hundred days from the penances imposed upon them or incurred in any other manner.
