The reason is that 1984 is the Golden Jubilee year of the restoration of the Shrine as a National centre and greater numbers are expected to attend during 1984.

"We, moved with paternal charity, and desirous of increasing the spirit of religion and obtaining the salvation of Souls, urged moreover by the request of Our Beloved Son, His Eminence the Grand Cardinal of Penitentiary, do mercifully grant in the Lord -
