CorrespondentThe .92 acres is slightly in excess of the area required under Ministry regulations. The Education Committee owns the land on two sides of the Gaywood site and hopes to have a third side soon. He will monitor the situation to avoid unnecessary difficulties and if necessary increase the site of the RC School.
Norfolk County CouncilAgree that the School Managers can separately hire the County Architect. Identified some of the cost responsibilities of the Education Authority. As soon as the Ministry approves please let him know so that he can arrange for the plans to be drawn up. The acquisition of the site at Field Lane will start after the Ministerial approval is received.
In due course, the school site will be vested in the Trustees, but not the playing field.
Plan for Bishop's approval. Fiance Board can discuss this later. The boilerhouse should be done now. 'The Ministry are prepared to allow a more elaborate Sanctuary if we pay for it - at least in Secondary Schools. Bit this "Store Room" sanctuary would perhaps be enough for the needs of a Mass Centre at Gaywood.'

A window was broken in the new building. Children use the site as a playground and cyclists use it as a shortcut. Need for fencing to be installed prior to the Managers taking over the school. Wondered whether an Insurance company would cover casual damage such as this.
Brewer, Arthur T Rev BCL (-1972)Minster is sanctioning the building project at Gaywood provided it is under £7,500. LEA will maintain this new building as part of the existing school. Payment strategy involves a grant and a loan. Proposal sketch plans will be sent to LEA and then onto the Ministry. Using the County Architect would be a good idea. Liaise with Mr Sauvain on this project.
School Managers control pupil admission - not the Headteacher - she may attend meetings but has no vote and is the servant of the Managers.
The Firm on the County job next door may be able to submit a lower tender because of saving in overheads with plant being on the spot. Tell Dr Ralphs that you want them invited to tender. The Clerk of Works is employed by an Architect to oversee the work of the builders. Hence his wages are in addition - it may be that the same man could cover both jobs at no cost to you if the LEA agrees.

Copying a letter written to Chief Education Officer (NCC) Mr Ralphs. Ministry is waiting for the HMI report before replying about Gaywood. Suggested we get an architect - so it looks as though permission will be given.

The ministry needs to know if the loan option will be taken - the Bishop says no to the loan. You will hear that 50% will be given under the 1944 Act. ..."the 'transfer' of the school will not be settled now but that Gaywood will be, technically, an annexe to your existing school."
The Bishop will sign the contract for building after tenders have been received.
Funding arrangements with LEA and Ministry.
Suggest aim at 1 April 1955 as a start date. Helpful if you submit to Mr Sauvain a brief but formal application that would help him bring the matter to the Education Committee.
Addressing the points raised by Fr Sammons:
- no Secondary school at Lynn in the foreseeable future
- Form for parents to withdraw children from Ri and Assembly
- Builder does not need to know why you require a partition
- Reverent Mother as a Manager is a good idea - no financial interest as her arrangements are her own
- heating. Need to keep costs within the scope set by the Ministry. Tubular heating is doubtful, night storage may be a better way, paraffin option, avoid stove which coke needs to be added at intervals.
- Headteacher has to be mobile across the two sites. plenty of examples of nuns with vehicles holding a headship and having junior staff. Advisable to have a woman where girls are taught.
- No point clinging onto the seniors. Focus on improving the Juniors and getting as many as possible into Grammar school, preferably a Catholic one.
- Addressing the criticisms in the HMI report. Need to encourage the Nuns to be more demanding about their need for resources - too economical in the past - we can make the decisions at the diocesan level. Managers must make regular inspections of the building and equipment.
Need for consistency in bank account names - Your "The Gaywood Catholic School and Mass Centre" needs to be aligned with the official name "King's Lynn Roman Catholic School" being used by the Ministry for finance, communications and management. It is not a new school at Gaywood it is the same old school.

Can Fr Sammons confirm that a school for 200 is sufficient for now and the future - note that any grant is dependent on the actual number of children on roll (100 currently). An RC secondary school is out of the question; and, there is no space for one on the Gaywood site.

Emphasised that in all other respects it is the same school as the present St Mary's in Church Lane of which St Martha's (Phase I) is an annexe. Noted that if Gaywood does develop as expected into a large estate then a new parish would also be called St Martha's
