[no name - possibly Headmaster Mr Parkin]
"Confidential" "Discussion on new all-ability high schools and their catchment areas."
Three schools: Gaywood Park (10 form entry), King Edward VII ( 8 form entry), Alderman Catleugh/West Norfolk (8 form entry). Catchment area designed to give convenience and balanced mix of town & country and all social levels.
Assumed that St Martha's would feed into all three.
Representations to be made by 17 October.
The paper presents arguments around the subject matter and also summarises a meeting with Mr Bradford (Officer-in-charge, Planning and Development Strategy at County Hall)

True that Managers provide accommodation, also true that the LEA has considerable powers to do the same.
Any temporary accommodation will only get approval if it is of the right standard and will form part of the permanent solution.
Should not send parents away from the school. If overcrowding is intolerable then there is an "Educational need" but if this is not the case and they can go elsewhere then this becomes only a "Denominational" need and the Minister will not allow that.
manuscript p.s.: "notice that the 1938 List 21 shows the school is down for 141 on roll; so can do this without a qualm!"

Unable to attend last week - business kept him away.
Advice over the approach the LEA would take to the school under the Development Plan. Note that Norfolk would be the last to achieve reorganisation. Buying a house may not be the answer as a refit as a school may take too long and be too costly. Need to seek the opinion of Mr A Sauvain and the Chief Education Officer.
When the HMI comes, have an informal talk about the circumstances of the school.
Bp Beck suggests allowing overcrowding in order to force the pace - but you know the local conditions best.

Accepts the duties of Extraordinary at Kirkley Cliff Convent [St Mary's Convent, Kirkley Cliff, Lowestoft]. First meeting of Gt Yarmouth Education committee - shame no English Education Act in the same manner as the Education(Scotland) Act of 1918. Fr Thompson's many hobbies and related gear and appliances need assessing before putting aside for sale - hence his visit to Northampton will have to be delayed.
Manuscript annotation: "Ans: Sent faculty as Extraordinary for Lowestoft Convent. Don't expect to see you this side of Easter!".

Encloses a memorandum sent to the Education Officer at Ipswich regarding the proposed new County Modern School at Beccles.
Despite being advised that there will be no impact on St Benet's school nor to the proposed Gorleston school.,Fr Innes has sent the memorandum to state clearly the position of St Benet's school. Concerned that the school may be downgraded if the numbers fall below 100. An application for minor improvement works is acceptable.

Concern about accommodating children at the school (space for 90 - 126 on roll).
LEA (Mr Sauvain) proposed advancing the building of a new school to 1953-4 instead of 1961-2. Notes that since Fr Wrigglesworth in the [18]90s nothing has been done with the Church or the Schools.
Describes the discussions around the new school but the problem is now - so will have to advise that there is no room for new children - generally Infants.

Further to the HMI report... "As I see it someone must take the blame for this. On the face of it it should be the Managers... But ... laying the whole matter at the door of the Headmistress, who, admittedly quotes authorities for her actions but is unable to produce the authority she quotes. I have therefore asked His Lordship for her dismissal."

Fr Thompson has been invited to represent (for the 8th year) the Council at the meeting of the Municipal Education Authorities held in Bournemouth. Fr Middleton is taking a great interest in Gorleston, making visits and visiting the sick. The full dress parade of the Boy Scouts & the Girl Guides was impressive. Fr Thompson is invited to give the address to the massed Scouts and Guides at the War Memorial on St George's day. He was also invited to become an Examiner of the Boy & Girls in the Borough competing for scholarships to Grammar and High School. He mentions all this so the Bishop knows the various activities of his clergy.

Requesting a copy of the Bill of Quantities following a discussion with the Architect (Mr Waite) and the headmaster (Mr Cole).
Issues about the likely size of grant. St Mary's may be compulsorily purchased - should this be resisted? The Servite convent future - Rev Mother is very cooperative but unsure of the usefulness of their present work.

The LEA cannot currently remove children from a school. When the Local Education Order comes into force then they will be able to do this. Is placing all the children at once school beneficial for providing access for religious instruction by you or one of the nuns? Possibility of having the children as boarders at a Catholic school?

Minister of Education [Florence Gertrude Horsbrugh, Baroness Horsbrugh, GBE, PC (13 October 1889 – 6 December 1969)] writing to an MP, Edward Evans CBE, [MP for Lowestoft] who had forwarded a letter from Fr Innes about the school transportation for a pupil, Joseph Graziano. Decisions on an appropriate school for a pupil are made against known criteria and she has no reason to question the Norfolk LEA decision.

Report on East Suffolk's County Education Committee in respect of its activities under the "new Education Act" [1944]. Re-election of Lord Cranbook as chairman of the committee. Reference to the rules affecting school choice and that 5 applications were refused, 4 were requesting a Roman Catholic school. Rev Hargare Thomas "Well, I think we should revise that, as they have a few schools of their own".

Responding to a query from Fr Thomson about the report in the Evening Star regarding East Suffolk's County Education Committee meeting. Not in a position to challenge Lord Cranbrook's statement at the time. Suggests contact with County Hall's Education Office and raising the issues with them. "If the authorities know that the RC Church is on their track, they are much more likely to be careful what they do. And I think your folks ought to say a little prayer for me, don't you?"

Application to LEA for Mobile classroom for September.
Many school events - Sports Day (the first) was a particular success.
Mr Coyle, being unqualified, can no longer teach under new rules. Need for one or two new teachers.
