              Attached letter - Bishop bemused about an apparent omission in which Bishop Donze appears not to be saying Mass . Also, "ruffled" that, if he was involved in the arrangements, Cardinal Hume has not been in touch with Bishop Clark.

              Acknowledges that Fr Birch is disappointed and irritated, and, the correction to his history. However, there are [outlined] sensitivities in ecumenism, which the bishop as a seasoned ecumenist is aware of, but he cannot agreed to "institutionalise this in the way you wished". Need to trust one another and find joy in that.
              Bishop has drafted a preliminary paper for the Standing Committee of the Episcopal Conference (who decide on the agenda for the Low Week Conference)
              p.s. Would Fr Birch serve on the Liturgical Commission's Music Committee?

              Cannot find it easy to accept your letter. The Student Cross has become a problem child if it provokes the difficult situation at Walsingham. The previous letter was close to Good Friday and he had to reply quickly but he would have thought that the Shrine Director would have given warning of his support for your solution. The Bishop argues that he is sensitive about anything that touches the Eucharist and that Fr Hibbert's liturgy could be misinterpreted: there are times when one has to stand within the disciplines of one's own church. Bishop does not remember being informed of a "trial" liturgy in 1982 after which event Fr Hibbert could have approached the Bishop. The Student Cross shows that in coming to Walsingham apparent incompatibilities can be resolved with good will. No need for a meeting until the Bishop has spoken to the Parish priest and the Director of Walsingham Shrine.

              Acknowledging that Fr Marmion is "right on beam". The basic spiritual theme of reconciliation has yet to be fully exploited; the two shrine communities co-operate, work and pray together. However, the "idea of in some way making it from the start a Chapel of Reconciliation is as yet untimely".

              Following the report from the KL Preservation Trust and the article in the EDP about Red Mount Chapel have to make it clear that something has to be done to ensure this building is maintained, as orginally taken on by the Catholic Churchas as an ecumenical gesture, and remains in focus for 500 years of pilgrimages to Walsingham.

              Opening paragraph: Last report to Shrine Council before Fr Peter Allen SM takes over.
              Preamble: The final report is intended to be as objective as possible "for the sake of 'building the Kingdom of God'"
              Staffing: difficult times in reducing staffing levels for financial and managerial reasons. Manager employed to handle Bureau aspects. Guestmasters - included a Job description and recommendations about the role alongside the Manager's own
              Faint and Trust: Bishop Clark wrote in 1981 "It is only because of mutual trust that we can collaborate." problems over trust has caused unhappiness, insecurity and concerns over the future. The Shrine Council has not maintained confidentiality as it aught.
              Position and Authority of the Director: Urgent need for a clear job description and to have clear reporting/authority lines. Similarly for financial matters. Gives examples of where these have all failed.

              First report in post.               Requests for saying Anglican mass at the Shrine are received from time to time. The Vicar of St Martin's was told the Bishop would be contacted. Fr Allen asks for the Bishop's expertise and experience to help deal with this request and the whole ecumenical dialogue in Walsingham

              Bishop's reply caused much shock and distress to student pilgrims and Walsingham staff and probably exacerbated tensions extant in an ecumenical pilgrimage that he had trying to deal with for many years - he had hoped for the bishop's tacit support and approval.
              In asking him to be sensitive, the bishop has shown himself to be unaware of the difficulties which Fr Hibbert and the Director of the Shrine at Walsingham have had to deal with. "Hot headed" approach by some pilgrims requires much sensitivity. Last year's approach worked and he wanted to repeat it but the Parish priest approved but said the Bishop should give approval. So what now? Need to meet to discuss.
