An endorsement [to Bishop Riddell] on the merits of Mr Lunn now engaged in a new church for St Edmunds Mission in Southampton.
Bishop's OfficeAgree that the School Managers can separately hire the County Architect. Identified some of the cost responsibilities of the Education Authority. As soon as the Ministry approves please let him know so that he can arrange for the plans to be drawn up. The acquisition of the site at Field Lane will start after the Ministerial approval is received.
In due course, the school site will be vested in the Trustees, but not the playing field.
Richard Halsey writes. A list of Architects is attached [not present] who are well known to Mrs Hester Agate (Secretary to Diocesan Advisory Committee) (also Secretary of the Suffolk Historic Churches Trust); address provided. Statutory requirements are a "minefield" for the inexperienced, so a professional adviser fully aware of the legal side is vital.
English HeritageCovering letter to Canon Tonks for receipt for £30 payment from the Bishop of Northampton in regard of work undertaken at Southwold Mission
Williamson, Benedict Rev CSSP (1868-1948)Minster is sanctioning the building project at Gaywood provided it is under £7,500. LEA will maintain this new building as part of the existing school. Payment strategy involves a grant and a loan. Proposal sketch plans will be sent to LEA and then onto the Ministry. Using the County Architect would be a good idea. Liaise with Mr Sauvain on this project.
School Managers control pupil admission - not the Headteacher - she may attend meetings but has no vote and is the servant of the Managers.
The Firm on the County job next door may be able to submit a lower tender because of saving in overheads with plant being on the spot. Tell Dr Ralphs that you want them invited to tender. The Clerk of Works is employed by an Architect to oversee the work of the builders. Hence his wages are in addition - it may be that the same man could cover both jobs at no cost to you if the LEA agrees.
p.s. [in pencil] "... when you say their Clerk of Works do you mean their General Foreman?"
Approach to managing interim payments via Mr Sauvain and the Architect. Suggest Mr Waite go back to Curaozon Street and discuss the plans - in a spirit of helpfulness. Will get the Finance Board's approval for the plan. The Loan Agreement will need all details of the School Managers - go via Mgr Hunting on this. Massingham Nuns would be best to secure but Swaffham nuns are very good and have a longer interest in the neighbourhood. Will write to Massignham Mother Provincial about a possible opening at King's Lynn.
Brewer, Arthur T Rev BCL (-1972)Bill of Quantities and similar documentation will be kept by the Architect. Need to liaise via the Schools Commission as per Bishops Ad Clerum of a few years ago. Need to resist the compulsory purchase and find another use for the building.
manuscript note: "if you notably increase the size of the school you become a 'substitute' school an in that case grant may be only partial"
Writing to Chief Education Officer (Dr Ralphs) at NCC.
Have asked the Minister to allow the immediate building of classrooms, lavatories and cloakrooms at the Gaywood site - for less than £7,500. Considering appointing an architect - makes sense to use the one already engaged with the Gaywood site (the County School Architect)
writing as Chair of School managers to Mr Robey (NCC LEA). Urgent requirement for permanent accommodation at St Martha's. States the roll increase from 1969 to 1971 (112, 143, 162); next year 31 infants move into junior and will have 50 pupils in each of 2 classes.
Further, the use of the hall as a teaching area has impacts on the pupils and on school scheduling for lessons using the hall. Other problems: no storage space; inadequate toilet facilities; using dining tables instead of desks; limited space for play area; additional infants classroom needed.
manuscript p.s: "The architect's estimate for providing one new INfant's classroom & minor alterations to lavatories is £7,000.
Hammond, Leo Andrew Rev (1913-1999)Requesting the £100 allocated to the Mission's Building Fund by the Bishop. He wishes to pay the Architect as the church foundations start next week.
Mason, William Hugh Owen Rev (1928-2017)side 1: Mr Sauvain to Fr Sammons - informing that the County Architect and his staff are fully occupied and hence unable to take on St Martha's too. Need to appoint your own architect.
side 2: Fr Sammons' reply - appreciates the information, assured that the diocese will appoint its own architect instead of the County Architect, Mr Oaks. Thanks him for what he has done and for his offer of help as far as he can.
Waiting for the ministry to give the go-ahead then the Architect can finalise the plans. Within 5 of capacity for St Martha's. There are fewer St Mary's Infants mainly because the Gaywood end of town parents use a non-Catholic school until old enough to go to St Martha's. Two nuns from St Mary's will be leaving. If the figures happen as expected we may have a Secondary Modern in fifteen years.
Sammons, Francis Ethelbert Clowes Rev (1925-1975)The architect will provide sketch plans and then draw up the actual drawings. Likes the idea of a shutoff altar and sanctuary. Need to update the signatories for the bank account as Fr Ketterer is no longer here.
Sammons, Francis Ethelbert Clowes Rev (1925-1975)Meeting the architect on 3 December at 3.30 with his first sketch. Can Fr Brewer attend? Also will show plan to Mr Sauvain. JJK (Fr Ketterer) is in hospital after an op but has the log book still.
Sammons, Francis Ethelbert Clowes Rev (1925-1975)Met with Mr Sauvain on-site - there are 40 acres for school projects. The land for the RC build not yet purchased. Discussed particular aspects of the approach: build the Hall first, move two classes there, etc. Asked if Fr Brewer knows the Minister's mind as to when it should commence.
Sammons, Francis Ethelbert Clowes Rev (1925-1975)The Town Council is likely to agree to take an overspill of 10,000 displaced persons which will help in the case for a 200 place school. The architect will present plans after his meeting with Mr Oak and Mr Sauvain.
Sammons, Francis Ethelbert Clowes Rev (1925-1975)Canon Brewer on the mend. Better to have a local man instead oof one based in Norwich to avoid delays and high travelling costs. Need to abolish the school being in two opposite ends of the town with the head commuting between them. Also, 200 is the desirable size for the new school. Need to keep things moving otherwise some parishioners will become browned off.
Sammons, Francis Ethelbert Clowes Rev (1925-1975)To meet Sauvain soon - plan for school unchanged from some time ago. The Education department needs no application for the 75% grant but Fr Wace will apply for a loan equal to the remaining 25% although do not need all of it. School expansion possible with room for three more classrooms; kitchen currently will cater for 120 but in due course could cater for 210.
Two young teachers leaving - one to get married. The Swaffham nuns interested in joining the primary school staff. Are the Massingham nuns better for this?
